Let returning Portal users create a password
What it does
Returning Portal users without a password can choose an email sign-in link or create a password when Email & Password login is enabled.
Before this
An expansion. Existing accounts without a password previously went straight to the magic-link step.
Why it matters
Give users a route to password sign-in without creating another account.
How it works
After entering their email, users choose Email me a sign-in link or Create a password; the latter emails a secure password-setup link.
