New deployment share modal

What it does

Sharing a deployment moved into a dedicated modal, with public and member access toggles alongside it.

Before this

A reorganisation. Sharing already worked; the link and the controls deciding who could open it lived in different places.

Why it matters

Getting a link out to someone — and deciding who's allowed to open it — now happens in one place.
